Topic 1: Judges’ Resignation, Removal Proceedings & Judicial Accountability
The Hindu Analysis – 22 July 2026 | GS Paper II • Constitution • Judiciary • Judicial Independence & Accountability
Constitutional Position of Judges
Article 124
- Supreme Court
Article 217
- High Court Judges की appointment और conditions of office से संबंधित।
- High Court Judge
- Removal mechanism Article 124
Grounds for Removal
- Proved Misbehaviour
- Incapacity
How Can a Judge Resign?
| Point | Resignation | Removal |
|---|---|---|
| Nature | Voluntary | Constitutional removal process |
| Initiated By | Judge | Parliamentary process |
| Addressed / Final Action | Resignation addressed to President | President removes after required parliamentary address |
| Ground Required | No constitutional ground required | Proved misbehaviour or incapacity |
| Parliamentary Voting | Not required | Special Majority required |
Removal Process of a Judge
Special Majority Required
Important UPSC Trap
What Happens if the Judge Resigns During Inquiry?
Judicial Independence vs Judicial Accountability
Why Independence Matters
- Executive interference
- Fundamental Rights
- Rule of Law
Why Accountability Matters
- Public confidence
- Judicial misconduct
- Institutional integrity
- Transparency
Why is the Issue Important?
UPSC Value Addition
- GS-II: Judiciary, Separation of Powers, Accountability of Institutions.
- Article 217: High Court Judges की appointment और conditions of office.

- Key Debate: Judicial Independence vs Judicial Accountability.
- Mains Keyword: Institutional Integrity, Rule of Law, Constitutionalism, Transparency and Public Confidence.
Possible Mains Question:
“Judicial independence cannot mean judicial immunity from accountability.”
Discuss in the context of the constitutional mechanism for removal of judges in India.
Topic 2: India’s Youth, Marriage, Fertility & Demographic Future
UNFPA Demographic Futures Survey | GS Paper I • Indian Society • Population • Women • Demographic Dividend
What is UNFPA?
UNFPA – Quick Facts

- Gender Equality
- Demographic trends
Major Areas of Work
- Maternal Health
- Family Planning
- Reproductive Rights
- Gender Equality
- Population Data
- Adolescent & Youth Development
Key Demographic Findings
What is Total Fertility Rate (TFR)?
Replacement Level Fertility
Why are Young Indians Delaying Marriage?
Education
- Higher Education
- Professional qualifications
- Career establishment
Financial Security
- Stable income
Changing Aspirations
- Individual choice
- Career-oriented lifestyle।
Women Empowerment
- Women's education
- Labour force participation
- Financial independence।
- Reproductive decision-making में अधिक agency।
Demographic Transition
Demographic Dividend vs Demographic Challenge
| Opportunity | Potential Challenge |
|---|---|
| Large working-age population | Insufficient employment opportunities |
| Higher economic productivity | Skill mismatch |
| Large consumer market | Youth unemployment |
| Innovation & entrepreneurship | Informal employment |
| Potential higher savings | Future ageing burden |
Why Falling Fertility Matters for India
Possible Long-Term Challenges
- Ageing Population
- Smaller future workforce
- Higher old-age dependency
- Pension और healthcare burden
- Regional demographic imbalance
- Care economy
India's Demography is Not Uniform
Women and Reproductive Choice
Way Forward for India
Employment
- Quality jobs create करना।
- Youth employability
- Manufacturing और services विस्तार।
Human Capital
- Education quality
- Skill development।
- Healthcare investment।
Support Families

How Do Global Conflicts Affect Trade?
Conflict → Trade Disruption
- Shipping Risk: Maritime routes
- Negotiation Delays: Diplomatic tensions trade talks
India's Strategic Challenge
FTA: Opportunities vs Concerns
| Opportunities | Concerns |
|---|---|
| Larger export markets | Cheap imports may affect domestic industry |
| Higher foreign investment | Trade deficit may increase |
| Technology transfer | Sensitive sectors may face competition |
| Integration into global value chains | Rules of Origin can be complex |
| Services market access | Non-tariff barriers may remain |
| Strategic partnerships | Geopolitical risks can disrupt implementation |
What are Rules of Origin?
Rules of Origin (RoO)
India's FTA Strategy – Way Forward
Balanced Trade Diplomacy
- Export-oriented sectors
- Domestic MSMEs की competitiveness बढ़ाना।

| Infrastructure and market access are relatively stronger in many areas. | Weak infrastructure can limit food distribution and market access. |
What is Food Security?
1. Availability
2. Access
3. Utilisation
4. Stability
Hunger and Malnutrition are Not the Same
| Concept | Meaning |
|---|---|
| Hunger | Insufficient food or calorie intake over a sustained period. |
| Undernourishment | Habitual food consumption insufficient to provide required dietary energy. |
| Malnutrition | Deficiencies, excesses or imbalances in nutrient intake. |
| Stunting | Low height-for-age, often reflecting chronic undernutrition. |
| Wasting | Low weight-for-height, often indicating acute undernutrition. |
| Hidden Hunger | Deficiency of essential vitamins and minerals despite calorie intake. |
Major Drivers of Global Hunger
Conflict – Hunger Nexus
Climate Change and Food Security

Topic 7: White-bellied Heron Conservation
The Hindu Analysis – 22 July 2026 | GS Paper III • Environment • Biodiversity • Species Conservation
What is the White-bellied Heron?
Distribution
India
- Arunachal Pradesh
- Eastern Himalayan landscape
- Riverine ecosystems
Bhutan
- Important remaining habitat
- River valleys
- Forested landscapes
Other Historical Range
- Parts of northeastern South Asia
- Myanmar region
- Distribution is highly restricted today
Preferred Habitat
Why is the Species Important?
Indicator Species
Ecological Value
Conservation Value
Major Threats
Why is White-bellied Heron Critically Endangered?
- Habitat loss and degradation
- River modification
- Hydropower and infrastructure development
- Disturbance near nesting and feeding sites
- Forest degradation
- Wetland alteration
- Small and fragmented population
Hydropower vs Biodiversity
| Hydropower Benefits | Possible Ecological Concerns |
|---|---|
| Low-carbon electricity generation | Changes in natural river flow |
| Supports renewable energy transition | Riverine habitat fragmentation |
| Can support regional development | Disturbance to aquatic biodiversity |
| Reduces dependence on fossil fuels | Impacts on fish and downstream ecology |
| Infrastructure and employment benefits | Pressure on forests and sensitive habitats |
Why Arunachal Pradesh Matters
- Eastern Himalayan biodiversity hotspot landscape
- Dense forests
- Major Himalayan river systems
- High hydropower potential
- Rare bird and wildlife habitats
Important Conservation Concepts
In-situ Conservation
Ex-situ Conservation

UPSC Essay Practice – 22 July 2026
5 High-Value Essay Topics • Introduction • Dimensions • Examples • Arguments • Conclusion Framework
“Development without sustainability is progress borrowed from future generations.”
Possible Introduction
Arguments to Explore
- Infrastructure economic growth
- Renewable energy transition climate action
Conclusion Direction
“Demography is not destiny; public policy determines whether population becomes a dividend or a challenge.”
Possible Introduction
Arguments to Explore
- India currently benefits from a large working-age population.
- Demographic dividend automatic
- Women's labour-force participation
- Declining fertility eventually population ageing
- Different States are at different stages of demographic transition.
Balanced Perspective
Conclusion Direction
“Food security is ultimately about human dignity, not merely food availability.”
Possible Introduction
Four Pillars
- Utilisation: Nutrition, health and sanitation.
Key Arguments
- Hunger can coexist with food surplus.
- Poverty reduces food affordability.
- Malnutrition is broader than calorie deficiency.
- Women and children face disproportionate nutritional vulnerability.
- Climate change affects agricultural production.
- Conflict disrupts food supply chains.
- Food inflation affects poorer households most severely.
- Nutrition security requires dietary diversity.
Conclusion Direction
“In a multipolar world, strategic autonomy is the art of partnership without dependence.”
Possible Introduction
India as an Example
- Traditional strategic partnership with Russia.
- Growing cooperation with the United States.
- Engagement with West Asian countries.
- Participation in Quad.
- Membership in BRICS and SCO.
- Trade engagement with multiple economic blocs.
- Independent positions based on national interest.
Challenges
- Great-power rivalry
- Russia-West tensions
- India-China competition
- Technology restrictions
- Energy-security pressures
- Supply-chain vulnerabilities
Conclusion Direction
एक multipolar world में India's strength उसकी independent decision-making और diversified partnerships दोनों से आएगी।
“The oceans connect economies, but their security connects destinies.”
Possible Introduction
Arguments to Explore
- Sea Lines of Communication global trade के लिए critical हैं।
- Indian Ocean global energy transportation
- Maritime Domain Awareness security
- International cooperation transnational maritime threats
- Climate change maritime and coastal security
India Dimension
- India's central geographical position in the Indian Ocean.
- Trade and energy dependence on maritime routes.
- Indian Navy's security role.
- Maritime partnerships and capacity building.
- Blue Economy opportunities.
- Rules-based maritime order.
Conclusion Direction

UPSC Interview / Personality Test – 22 July 2026
20 Probable Questions • Balanced Model Approach • Follow-up Preparation
Q1. Should it be easier to remove judges in India?
Q2. Can judicial independence become judicial unaccountability?
Q3. Should India be worried about falling fertility?
Q4. What is more important for India: population control or population quality?
Q5. Why are young people delaying marriage?
Q6. Why is India pursuing multiple Free Trade Agreements?
Q7. Are Free Trade Agreements always beneficial?
Q8. If you were a District Magistrate, how would you reduce road deaths?
Q9. India produces large quantities of food. Why does malnutrition still exist?
Q10. Can economic growth alone eliminate hunger?
Q11. Should India be concerned about growing Russia-China military cooperation?
Q12. Is strategic autonomy still relevant in today's world?
Q13. Should hydropower projects be stopped to protect biodiversity?
Q14. Why should India spend resources protecting a rare bird such as the White-bellied Heron?
Q15. What is India's biggest irrigation challenge?
Q16. Should farmers be charged the full economic cost of groundwater?
बेहतर approach incentives, metering where feasible, efficient irrigation, crop diversification और community-based groundwater management का combination हो सकता है।
Q17. Why should India participate in multinational maritime security initiatives?
Q18. Can India become a net security provider in the Indian Ocean?
Q19. Why is Bab-el-Mandeb strategically important for India?
Bab-el-Mandeb Gulf of Aden वहाँ disruption shipping time, freight cost और India's trade तथा energy interests को प्रभावित कर सकता है।
Q20. What common lesson do today's issues—from road safety to hunger and water security—offer an administrator?
