NTA, Paper Leak & Examination Reforms:
UPSC Current Affairs Analysis | Governance, Education, Accountability & Institutional Reforms
📰 Why in News? |
यह equality of opportunity, public trust और merit-based selection से जुड़ा governance issue भी है।
🏛️ National Testing Agency (NTA)
- Public Trust: examination institutions
🔐 Examination Security Chain
| Stage | Major Risk | Required Reform |
|---|---|---|
| Question Setting | Unauthorized access | Limited-access secure environment |
| Data Storage | Cyber breach | Encryption + access controls |
| Printing | Insider leakage | Audit trail + surveillance |

U.S. Tariffs, Forced Labour & Impact on India
अमेरिकी Trade Policy, Global Supply Chains और Indian Exports
Tariffs • Forced Labour • Global Trade • Indian Exports • Supply Chains • WTO • Trade Diversification
GS Paper II – India and its Relations with Major Powers
GS Paper III – Indian Economy, Liberalisation & External Sector
GS Paper III – Effects of Policies of Developed Countries on India
Prelims – Tariffs, WTO, Trade Barriers and International Labour Standards
1. Why in News? |
Modern Trade Policy = Economics + Geopolitics + Labour Standards + National Security + Supply Chains
2. What is a Tariff? | Tariff
Why do countries impose tariffs?
- Domestic industries को foreign competition से protection.
- Government revenue.
- Trade negotiations में bargaining instrument.
- Strategic industries को support करना.
- Unfair trade practices के against response.
3. Tariff vs Non-Tariff Barriers
| Tariff Barrier | Non-Tariff Barrier |
|---|---|
| Relatively visible trade measure | Often regulatory/administrative form में |
| Example: Import duty | Example: Technical standards, quotas |
Prelims Concept
4. What is Forced Labour? | Forced Labour
Why does it matter for trade?
यदि importing country को लगता है कि किसी product की production chain forced labour से linked है, तो उस product पर import restrictions, detention, investigation या compliance requirements लागू हो सकती हैं, depending on applicable domestic law.
5. International Labour Organization (ILO)
International Labour Organization (ILO) labour standards, decent work
Established
1919
Headquarters
Geneva, Switzerland
UN System
ILO is a specialised agency of the United Nations.
Special Feature
Tripartite structure involving governments, employers and workers.
ILO → Tripartite Structure
Government + Employers + Workers
6. Human Rights are Becoming Trade Issues
7. How Can Higher Tariffs Affect India?
Export Competitiveness
Export Demand
MSMEs
Employment
Investment
Supply Chains
8. But Tariffs Can Also Create Opportunities
Trade Diversion
9. Which Indian Sectors Can Be Sensitive?
Textiles & Apparel
Engineering Goods
Electronics
Gems & Jewellery
External demand और trade conditions export performance को influence करते हैं।
Leather & Footwear
Auto Components
10. WTO | World Trade Organization
World Trade Organization (WTO) global rules-based trading system की central multilateral institution है।
| Fact | UPSC Revision |
|---|---|
| Full Form | World Trade Organization |
| Established | 1995 |
| Headquarters | Geneva, Switzerland |
| Predecessor Framework | GATT |
| Broad Function | Rules for international trade and a forum for trade negotiations/disputes |
GATT vs WTO
GATT originally focused primarily on trade in goods, while WTO framework is institutionally broader and includes agreements covering goods, services and intellectual property.
11. Protectionism vs Free Trade
| Protectionism | Free Trade |
|---|---|
| Domestic industry protection | Lower barriers to international exchange |
| Tariffs / quotas may be used | Greater market access |
| Can support strategic sectors | Can enhance competition and efficiency |
| May increase consumer costs | May expose domestic firms to strong competition |
Neither complete protectionism nor unrestricted openness is automatically optimal.
Policy must balance: Competitiveness + Consumer Welfare + Employment + Strategic Security + Global Integration
12. Global Supply Chain Resilience
Diversification
Friend-shoring
Strategically trusted countries में supply chains locate/diversify करने का approach।
Near-shoring
Production को target market के geographically closer locations में shift करना।
Reshoring
India Opportunity
13. Labour Compliance & Supply-Chain Traceability
Price + Quality + Speed + Sustainability + Labour Compliance + Traceability
14. What Should India Do? | Way Forward
Market Diversification
Exports को limited number of major markets पर excessively dependent न रहने देना।
Product Diversification
Trade Agreements

Climate Change, Extreme Weather & Urban Flooding
Disaster Preparedness
Climate Change • Extreme Rainfall • Urban Flooding • Heatwaves • Adaptation • Mitigation • Disaster Management • Climate Resilience
GS Paper I – Important Geophysical Phenomena
GS Paper III – Environment & Climate Change
GS Paper III – Disaster and Disaster Management
GS Paper III – Infrastructure & Urbanisation
Essay – Climate Change, Development and Human Security
1. Why in News? |
Extreme rainfall, urban flooding, heatwaves, landslides, droughts और other climate-related hazards India के development और disaster-management framework के लिए major challenge बन रहे हैं।
Climate Risk = Hazard × Exposure × Vulnerability
2. Weather vs Climate | Basic Concept
| Weather | Climate |
|---|---|
| Short-term atmospheric conditions | Long-term patterns and averages |
| Hours, days or weeks | Usually studied over decades |
| Rain today, temperature tomorrow | Long-term rainfall and temperature patterns |
| Highly variable | Long-term statistical behaviour |
3. Why Can Warming Intensify Heavy Rainfall?
4. Urban Flooding |
Concrete Surfaces
Roads और buildings rainwater infiltration reduce करके surface runoff बढ़ाते हैं।
Wetland Loss
Wetlands natural water-storage और flood-buffering capacity provide करते हैं।
Drain Encroachment
Solid Waste
Outdated Drainage
Old drainage systems current population
Extreme Rainfall
Short-duration intense rainfall drainage capacity overwhelm
Urban floods are often as much a governance and planning failure as a natural hazard.
6. Wetlands – City's Natural Sponge
Flood Buffer
Excess water temporarily store
Groundwater
Biodiversity
Urban Cooling
Urban microclimate और heat mitigation में support.
Wetlands = Nature-Based Infrastructure
7. Heatwaves & Urban Heat Island
8. Heatwave Impacts | UPSC Mains
Public Health
Heat exhaustion, heatstroke और mortality risk.
Workers
Agriculture
Electricity
Cooling demand peak electricity load
Water
Inequality
9. Climate Mitigation vs Adaptation
| Mitigation | Adaptation |
|---|---|
| Renewable energy | Flood-resilient infrastructure |
| Energy efficiency | Heat Action Plans |
| Low-carbon transport | Drought-resistant crops |
| Carbon sinks | Early-warning systems |
Mitigation → Cause
Adaptation → Impact
10. Climate Resilience
11. Early Warning Systems
Forecasting
Communication
Warning affected population
Preparedness
Response
12. India's Disaster Management Framework
भारत का institutional disaster-management framework Disaster Management Act, 2005 से closely associated है।
| Institution | Level / Role |
|---|---|
| NDMA | National Disaster Management Authority |
| SDMA | State Disaster Management Authority |
| DDMA | District Disaster Management Authority |
| NDRF | Specialised disaster-response force |
Disaster Management Act → 2005
13. Sendai Framework for Disaster Risk Reduction
Sendai Framework for Disaster Risk Reduction 2015–2030 global disaster-risk reduction framework है।
- Understanding disaster risk
- Strengthening disaster-risk governance
- Investing in disaster-risk reduction for resilience
- Enhancing preparedness and “Build Back Better”
14. Climate Change & Himalayan Region
Glacier Changes
GLOF
Landslides
Heavy rainfall और slope disturbance landslide risk increase कर सकते हैं।
Infrastructure
Himalayan Ecological Fragility
15. Climate Change is also a Social Justice Issue
Climate Justice – Climate policy में responsibility, vulnerability, equity और fair distribution of burdens/benefits को consider करना।
16. Climate-Resilient Cities
Restore Wetlands
Natural drainage और water-storage areas protect करना.
Blue-Green Infrastructure
Parks, ponds, urban forests और water channels integrate करना.
Permeable Surfaces
Rainwater infiltration बढ़ाने वाले urban designs.
Drainage Mapping
Natural drains और storm-water network का scientific mapping.
Heat Action Plans
Early warnings, public-health measures और vulnerable groups protection.
Risk-Based Planning
Floodplains और high-risk zones में construction control.
Better Planning + Wetlands + Green Cover + Drainage + Early Warning + Resilient Infrastructure= Climate-Resilient Urbanisation
17. Mitigation + Adaptation
18. Way Forward for India |
Climate-Proof Infrastructure
Future climate risks को infrastructure design में integrate करना.
Local Climate Plans
District और city level पर local vulnerability-based planning.
Nature-Based Solutions
Wetlands, mangroves, forests और urban green systems protect करना.
Better Data
High-resolution weather, hydrology और risk information improve करना.
Community Participation
Climate Finance
Prediction + Prevention + Preparedness + Participation + Resilient Infrastructure= Disaster-Resilient India
